TEXARKANA, Texas — A hometown construction firm has won a $13 million federal contract to modernize buildings supporting advanced manufacturing capabilities, with the work to be performed in Texarkana.
Altech Inc., a Texarkana-based general contractor, was awarded the firm-fixed-price contract Monday, July 27. The award was made public Tuesday in the U.S. Department of War's daily contract announcements.
According to the federal notice, bids were solicited over the internet and three were received. Work is expected to be complete by July 29, 2027. Fiscal 2026 aircraft procurement, Army funds in the amount of $13 million were obligated at the time of the award. Army Contracting Command at Detroit Arsenal, Michigan, is the contracting activity under contract number W911RQ-26-C-A015.
The federal announcement does not name a specific installation, listing only Texarkana as the place of performance. The contract number carries the prefix assigned to the Red River Army Depot contracting office, and the Texarkana Gazette has reported the work is tied to the depot. Red River Army Depot sits about 18 miles west of Texarkana in Bowie County and employs a workforce of more than 3,500 across more than 1,400 buildings.
The award lands as Red River pushes deeper into advanced manufacturing. In March, the Army awarded Hadrian Automation Inc. an initial $39.2 million — with a total cumulative value of up to $80 million — for the first phase of an Advanced Automation Manufacturing project at the depot. That effort is aimed at building a facility in Texarkana to produce components for weapon systems, including small unmanned aerial systems. The Hadrian work is scheduled for completion by March 16, 2027.
The Department of War notice for the Altech award describes the scope only as "modernization of buildings to support advanced manufacturing capabilities" and does not specify which buildings or which manufacturing programs they will house. KTYT has requested additional detail from Red River Army Depot and from Altech.
Altech Inc. has operated out of Texarkana for more than four decades as a general contractor, construction manager and design-build firm, and is licensed to work across Texas, Arkansas, Louisiana, Oklahoma, Mississippi and Colorado. The company was previously among the firms awarded positions on a Red River Army Depot construction multiple-award task order contract in 2019.
The federal notice designates Altech as a small business.
