TEXARKANA, Texas — The public comment period dominated Monday night's Texarkana, Texas City Council meeting, as residents pressed the council over the city's use of Flock Safety license plate reader cameras.
Four residents used the open forum portion of the meeting to call on the city to terminate its contract with Flock, the company behind the automated license plate readers installed around town. Speakers raised concerns about warrantless surveillance, data security, and the potential for officer misuse, and pointed to recent legal developments they said undermine the footing for citywide camera networks.
Brandon Cowan, owner of Liberty Ledger Media, told the council his local government-accountability group has grown to more than 2,300 members, and said he filed a public records request last month seeking the city's Flock contract, purchasing records, and the police department's use policy. Cowan pointed to the U.S. Supreme Court's June 29 ruling in Chatrie v. United States and argued it weakens the legal precedent used elsewhere to uphold Flock networks. He said more than 80 cities across 28 states have ended their Flock contracts.
Attorney Colton Langford framed his remarks around the Fourth Amendment, saying the cameras log every passing vehicle into a centralized national database searchable by officers around the country. He compared the practice to being followed every time you leave home — behavior he said most people would consider stalking — and asked the council to cancel the contract or let it expire.
Another speaker cited security research alleging dozens of vulnerabilities in Flock's systems, including cameras found broadcasting without passwords and law enforcement credentials sold on the dark web. Resident Brianna Gretline questioned who has access to the data the cameras collect and where it is stored.
Because open forum items are not on the agenda, the council took no action and did not respond to the comments. No council member moved to place the Flock contract on a future agenda before the meeting adjourned.
