TEXARKANA, Texas — The Texarkana, Texas City Council is weighing a proposal that would let AEP/SWEPCO build an electrical substation on a three-acre vacant lot in the 5700 block of Gin Road, across from the Deaton Place subdivision.
The utility already owns the property, according to Bowie County records, and a smaller half-acre substation already sits next door. SWEPCO — the primary electricity provider for most of Texarkana — has been steadily reinforcing infrastructure in this part of the city, including transmission rebuild work that has previously reached the Clear Creek, Summerhill Road, and Gin Road area.
The proposal has cleared its first hurdle. The Planning and Zoning Commission voted 5-0 to recommend approval, and city staff are also recommending the project move forward, though with strict conditions — chief among them a requirement that the high-voltage site be fully fenced off from the public.
The City Council has scheduled a public hearing and final vote for Monday, August 10, 2026. Residents who want to weigh in — including neighbors in Deaton Place — will have the chance to speak before the council makes its decision.
