The Texarkana, Texas City Council got its first briefing Monday night on a specific use permit for a roller skating rink at 2729 New Boston Road, Suite 90. The Planning and Zoning Commission has already voted 5-0 to recommend the permit, and city staff are recommending approval.
The Skate America name carries decades of Texarkana memories. The original rink operated on New Boston Road from 1983 until 2016, when it moved to a new building on St. Michael Drive — a move that lasted only about three months before the business closed for good in August 2016. The old New Boston Road building is now home to the Owls' Nest Flea Market, where the wooden skate floor and disco ball reportedly remain to this day. Texarkana has been without a roller rink ever since.
Now the name is being revived, and the company has been promoting the new rink on social media in recent weeks.
The draft ordinance attaches six conditions to the permit. Among them: a licensed security officer must be on site any time the business is open or occupied after 7 p.m., an adult must sign in person taking responsibility for every minor under 18, and closing time would be 8 p.m. Monday through Thursday and 10 p.m. on Friday and Saturday. The rink must also meet all city sign codes, keep signs out of public rights-of-way, and post No Trespassing and No Loitering signs outside the business.
Even if the council approves the permit, the operator will still need to satisfy building, fire, parking, drainage, and water and sewer requirements before building permits can be issued.
In the meantime, the rink is hiring. Open interviews are set for Wednesday, July 15, from 11 a.m. to 4 p.m. at the Hilton Garden Inn for ticket booth, skate rental, concession, DJ, and security positions.
Addressing online comments suggesting the new rink may be smaller than some hoped, the company said its goal was never to be the biggest rink in town and asked the community to hold judgment until the doors open.
